Migrant Smuggling Across the Mediterranean: An Economic Analysis

In this chapter we provide an analysis of migrant smuggling across the Central Mediterranean Route. The analysis will be carried out through the lenses of economic analysis and of organized crime studies. Our work is based on in-depth interviews conducted with smuggled migrants, and immigration and anti-smuggling operators, with particular focus on land smuggling in West Africa, i.e. from Agadez in Niger into Libya. We will extrapolate the stylized facts of smuggling from the demand side for such ‘service’, i.e. from the migrants, and propose an economic interpretation. What is freedom? Can we measure it? Does it affect policy? This book develops an original measure of freedom called 'Autonomy Freedom', consistent with J. S. Mill's view of autonomy, and applies it to issues in policy and political design. The work pursues three aims. First, it extends classical liberalism beyond exclusive reliance on negative freedom so as to take autonomous behavior explicitly into account. In this article, we have analyzed the relationships among international trade, structural change, and economic growth in Malthus 1817 and 1826, Torrens 1815, and Ricardo 1822. In his Essay and in the 1815 pamphlet Grounds of an Opinion Malthus addressed international trade policy issues and elaborated quite a few arguments, ranging from economics to geopolitics, to support food protectionism. In this article, we have focused on Malthus’s views concerning international trade-induced structural change and the long-run growth prospects of an industrial country that heavily depends on foreign corn imports to feed its own population.
